Death Certificates in Howard County , Public Must Use State Office

Howard County is one of the few Maryland counties where the local health office does not serve the public for death certificate requests. The Howard County Health Department office at 7178 Columbia Gateway Drive, Columbia, MD 21046, issues death certificates to funeral directors only. If you call 410-313-6300 hoping to schedule a public appointment, staff will refer you elsewhere. This is not a scheduling issue. The restriction is a standing policy at this office.

Members of the public have three ways to get Howard County death certificates. The first option is the Maryland Division of Vital Records, which handles all public requests. Call 410-764-3038 or visit in person at 6764-B Reisterstown Road, Baltimore, MD 21215. The Division has death records for Howard County from 1972 forward. For deaths before 1972, you need the Maryland State Archives.

The second option is the Maryland State Archives at 350 Rowe Boulevard, Annapolis, MD 21401. The phone there is 410-260-6400. The Archives handle both historical research requests and certified copies for older records. They are the main resource for Howard County deaths before 1972 and a good backup for researchers who prefer in-person help in Annapolis rather than Baltimore.

The third option is VitalChek online at vitalchek.com. VitalChek is the state-authorized vendor for Maryland vital records ordering. You can place an order at any time without traveling to either Baltimore or Annapolis. VitalChek charges a service fee on top of the state fee, and processing plus mail delivery takes longer than an in-person visit. For routine requests where timing is flexible, it is a convenient choice.

The Howard County Health Department page at howardcountymd.gov lists county health services but does not process public death certificate requests at the county level.

How to Search the Howard County Death Index

The Maryland State Archives SE151 Death Index is the main tool for searching Howard County deaths from 1973 through 2014. Howard County is assigned county code 13 in that index. The index is free to search at the Archives SE151 series page. Each entry gives you the decedent's name, date of death, county code, and certificate number. If you find a record, note the certificate number before you request a copy. It speeds up the process at the Division of Vital Records or the Archives.

For deaths after 2014, SE151 is not current. The health department and the Division of Vital Records manage those records directly. You can search some records through the VSA portal at health.maryland.gov/vsa or by calling the Division at 410-764-3038. The Division can tell you what records they have and what you need to bring or submit to get a certified copy. Online ordering through VitalChek is also available for recent deaths.

For deaths before 1973, the Maryland State Archives holds the records. Older Howard County death records exist in several formats, including ledger books and microfilm. The Archives reading room staff in Annapolis can help you find the right series. The Maryland Archives death records FAQ is a good starting point to understand what years are covered and which series to search.

Note: SE151 covers 1973 to 2014. Records from 2015 forward are with the Division of Vital Records and local health departments, not the Archives index.

Historical Howard County Death Records at the Archives

The SE42 series includes death records dating from 1898 through 1972. You can search some of these records through the Archives finding aids and in some cases view digital images in the reading room or online through Maryland State Archives platforms.

The S1179 series at the Archives contains older registration records and ledgers from the Maryland Board of Vital Statistics. These go back to the nineteenth century in some cases. For Howard County genealogy research, the combination of SE42 and S1179 covers a long stretch of time before the modern SE151 index begins in 1973. Researchers who cannot visit Annapolis in person can submit written requests by mail or use the Archives online order system.

When working with older Howard County death records, expect some gaps. Early registration was inconsistent across Maryland, and not every death was formally recorded before the state strengthened its vital records law. The Archives staff can advise you on what to do when a record is missing. They also have indexes and cross-references that may help locate a death in a related document even if the primary death certificate does not exist.

Note: For Howard County deaths before 1898, look for church records, cemetery records, and census mortality schedules, which the Archives and local historical societies may hold.
